Request For Qualifications - West Segment
July 21, 2010 - The Town of Jackson, Wyoming is seeking engineering / environmental consultant services for the following item:
Prepare final plans, project manual, and agency submittals to procure a bridge permit, underpass or "at grade" crossing WYDOT permit, wetland permits and mitigation (if required), Bureau of Land Management permits and other agency permits / approvals ready for bid solicitation to construct a single multi-modal bridge over the Snake River, an underpass or "at grade" crossing on WY390, and a multi use / paved pathway from Stilson Ranch / WY390 pathway terminus to the Iron Rock Road / WY22 intersection.

Project Overview
The WY22 Pathway is considered the primary missing link in the Town of Jackson/Teton County Pathways system and the top priority for the Jackson Hole Community Pathways program. The WY22/West Broadway Pathway project will include construction of a non-motorized shared-use pathway along WY22 between Stilson Ranch and the “Y,” and along West Broadway between the “Y” and the Flat Creek Bridge southwest of the 5-Way intersection, including a crossing of the Snake River.

Funding
In 2008, voters approved $6 million in Specific Purpose Excise Tax funding for the project. The ballot language reads:
“Construction of Highway 22/West Broadway Pathway – $6,000,000.00 for the purpose of funding the acquisition of land and/or easements, and for the cost of planning, engineering, and construction of a pathway from the Stilson Transit Center at the intersection of Hwy 390 and Hwy 22 to the “Y” intersection of Hwy 22 and Hwy 189 (Broadway), and then from the “Y” intersection of Hwy 22 and Hwy 189 (Broadway) to the Flat Creek Bridge by the 5-way intersection of Broadway and Pearl Avenue. This project is sponsored by the Town of Jackson.”
